Lindow responded with short words of regret that Soma squeezed out, “I see”. He knows that Soma would never intentionally hurt anyone. In those few seconds, Lindow gave forgiveness to that Soma’s all actions, and his living.
That can only be done by Lindow, who has been by his side since the day Soma first went into battle as a God Eater.

When Soma one stepped out and the sun shone on his face, I wept knowing that he had gained hope.
